can anyone tell me please how do i lock the quests frame and the default blizz quest frame to make them one frame? i have done it on my main char but i cant seem to do it on any other, or is it not possible?

For retail 9.004 at this stage it is not possible, simply put, the new Dragonflgiht Pre patch UI does not allow Dugi guides to attach to the Quest Objective Frames, that’s why “Anchored Small Frame” is greyed out in the settings.
Not exactly sure what you mean that you did it on your main character because it’s not able to be done, yet.
