    Im having the same problems .. cant move it at all

    Also having the same problem.  The Arrow will not move no matter what I do.

    Definitely does not seem to be any way to move on Classic…

    You should be able to move it by holding the CTRL button or disable the option in Other >  “CTRL Right Click Menu” 

    note that the Icon Arrow move around your character and it is not designed to be moved. You can disable the Icon Arrow to switch back to the classic TomTom style arrow from the Arrow menu

    Ah. Yes, I can more the minimap/arrow just fine, it was just the arrow icon I could not. Knowing that is per design explains it.
