you can disable the Blizz feature 

you need to disable this option in the game menu > display > untick automatic quest tracking.

is this for wow classic ? can you post a screenshot so I know exactly what you mean, not being able to move the frame or text etc. 

Guide frame = dugi
Objective frame = blizzard

to prevent guide frame from doubling up with objective frame you should should either 

1. disable the objectives in guide frame and use objective frame for your tracking needs. 

go to dugi settings > display > untick show objectives

I’m testing this with ElvUI and it seems to work fine. 

make sure ElvUI is fully updated. get it from their website and not curse for the latest version https://www.tukui.org/download.php?ui=elvui

sorry I missed that, I just can’t replicate this issue can you post screenshot is it on particular map ? 
does it happen with all character?

Try loading Dugi on its own (without any other addon enabled) for the first time

it’s not fixed yet, but disable the icon arrow and it should stop moving

I think this is a conflict with another addon can you test with only dugi enabled
