The 2nd method you shown is the mothod I have always used. For some reason the download is not giving me 3.040 even though it shows this as the downloaded filename. I usually also wipe the DugisGuideViewerZ directory before copying over from the downloaded zip.
I used the downloader just now, updateed correctly to 3.040. Seems like maybe the link was not updated at the time I downloaded the zip. Working now ty.
Exactly what I have done for every update. Problem being the file inside the archieve is 3.031. Maybe the url providing the link to 3.040 needs to be updated?

Can you please run your Dugi Installer.
- Click on Options.
- Check your game paths
Default locations which does matter if you on purposely changed them:
Retail = PathWorld of Warcraft_retail_
Wrath Classic / TBC = PathWorld of Warcraft_classic_
Classic Era = PathWorld of Warcraft_classic_era_ - Click Repair
- Click Okay x3 times.
- Click Okay.
- Click Reinstall
Run the game and check again, the guides should appear as 3.040
If you don’t have Retail and or Classic Era installed, you can eliminate the red highlight by clicking Ignore Retail / Ignore Classic Era check boxes, these are found far right hand side of each location field. With them checked, the Installer will no longer check those install paths. There’s no need to change the _client_ at the end of each install path.

Ignore my Drive letter.
It does NOT show in game fully loaded character, but it does show as an addon under addons (3.031) before entering game with a character. On download page it shows as 3.033, and once downloaded the file shows as 3.040.
I have never (in 15+years of using Dugi) used the Dugi installer, I always download from the webpage download link.

Thanks much for the response and help.
Additionally I decided to try out the Dugi Questing Essential from Curseforge. Seems to not have any issues, although not getting the benefit of any of the guides with this. Just figured I’d let you know if it helps in tracking down what may be the cause for why 3.021 does not allow Objective Tracker to function.
All addons disabled worked, I then enabled Elvui and went back to grayed out for “Move Objective Tracker” and “Lock Objective Tracker” in the frames section and grayed out for “Anchored Small Frame” in the display section.
Seems like it is having conflicts with Elvui, though the older version 3.015 does not have this issue (well aside from generating errors).
Thoughts?
With version 3.015 (taken from an acronis backup) the “Move Objective Tracker” and “Lock Objective Tracker” are selectable (not grayed out). But, with 3.015 I get a huge amount of errors and the game wants to disable the addon.
Still no Reputation guide for TBC? Want classic rep guide to also be included.
How about reputation guide?
