Hi!
I have experienced exactly the same issue during the past 1-2 years. Have tried everything you guys mentioned above and lastly after enabling Dugi it stopped auto equip gear. 
Really sorry to have to enable this addon since I’ve been using it forever. 
Also I’m not using ElvUi (the writer above me thought it could be a problem between those two).
I hope you can fix this somehow so I can start using Dugi again but felt that I had to comment too so the problem gets more attention.
